Financial flows: Approaches to the analyses and control system

The paper has considered the problem of adequacy of financial control institution to financial flows. The author has shown that the matric regulation of financial flows with the help of system and functional approaches allows to balance the functions of representative and executive control and the basic flow characteristics (size, structure, direction).

Extraterritoriality of capital and raw stock regions: A hot problem of regional policy

The paper has analyzed extraterritoriality - the bright quality of corporate capital. In Russia it exists in the form oppressing regional budget systems. The authors have considered its consequences for spatial development of the country economics. The conditions of forming the corporate capital taking into account regional interests have been analyzed. The consequences of globally oriented behaviour of corporations possessing enterprises of mining and preprocessing of minerals and energy supply have been considered as well.

The regional field of decision making in the conditions of financial shocks

The influence of "weak state" on the dynamics of socio-economic development of the Arctic regions

The paper contains analysis of weakening of the state and strengthening of the corporate cluster under the pressure of which the state is transformed into a corporation-state. Some signs of privatization of state power by a corporate cluster have been shown, i. e. achieving economic competitiveness on a global scale as the main purpose and priority of minimizing the cost of areas content. The regional aspect of changing subjectivity of the state and corporations on the example of Russian European North regions and its impact on reduction of regions' capitalization and the overall development potential has been studied.
